Section 31O of the Matrimonial and Family Proceedings Act 1984 and section 28 of the Courts Act 2003 provide for the Lord Chief Justice to be able to authorise members of court staff to perform the function of giving legal advice to judges in the family court and to justices of the peace respectively, provided that each such member of court staff has such qualifications as are prescribed by the Lord Chancellor with the concurrence of the Lord Chief Justice. These Regulations prescribe the necessary qualifications.

These Regulations make amendments to the electricity and gas regulatory regimes in the United Kingdom in order to implement, and address matters arising out of or related to, the coming into force of Regulation (EU) 2019/942 establishing a European Union Agency for the Cooperation of Energy Regulators (“recast”) (“the Agency Regulation”) and Regulation (EU) 2019/943 on the internal market for electricity (“recast”) (“the Electricity Regulation”), which repealed Regulation (EC) No 713/2009 and Regulation (EC) No 714/2009, respectively.
Courts and Tribunals (Judiciary and Functions of Staff) Act 2018 (Consequential, Transitional and Saving Provision) Regulations 2020

The Schedule to the Courts and Tribunals (Judiciary and Functions of Staff) Act 2018 (c. 33) (“the 2018 Act”) makes provision for authorised court and tribunal staff to provide legal advice to judges of the family court and justices of the peace, and to exercise judicial functions where procedure rules so provide. That provision includes repealing or amending provision in primary legislation which refers to the offices of a justices’ clerk or assistant to a justices’ clerk (since those offices will no longer exist as a result of the changes made by the 2018 Act). These Regulations make amendments to secondary legislation in consequence of the provision made by the Schedule to the 2018 Act, and also make transitional and saving provision.
M23 Motorway (Junctions 8 to 10) (Variable Speed Limits) Regulations 2020

These Regulations introduce variable speed limits to the northbound and southbound carriageways of the M23 motorway between junctions 8 and 10 and to roads which connect with the M23 motorway at those junctions.
Private Security Industry (Licence Fees) Order 2020

Under section 8(7) of the Private Security Industry Act 2001 (c. 12) a fee is to be paid on making an application for the grant of a licence to engage in licensable conduct within the meaning of section 3 of that Act. The Secretary of State’s power to prescribe the fee is set out in section 24(1) of that Act. This Order specifies a matter that is to be taken into account by the Secretary of State when determining costs to be considered in fixing those fees. This Order allows the Secretary of State to prescribe fees at a level which takes into account past deficits and current costs.

Section 382 of the Armed Forces Act 2006 (“the 2006 Act”) provides that the 2006 Act will expire at the end of one year beginning with the day on which the Armed Forces Act 2016 (“the 2016 Act”) was passed, unless continued in force by Order in Council in accordance with that section. The 2016 Act was passed on 12th May 2016. The Armed Forces Act (Continuation) Order 2017 (S.I. 2017/569), the Armed Forces Act (Continuation) Order 2018 (S.I. 2018/519) and the Armed Forces Act (Continuation) Order 2019 (S.I. 2019/561) each provided for the continuation of the 2006 Act for a period of 12 months. This Order provides for the continuation of the 2006 Act for a further period of 12 months. It provides so that the 2006 Act expires at the end of 11th May 2021.

These Rules amend the Civil Procedure Rules 1998 (S.I. 1998/3132) by—amending rule 12.3 to clarify the meaning of the rule as being that an acknowledgment of service or a defence will be a bar to the entry of judgment in default so long as it is filed before judgment is entered;amending rule 52.22(1) to make it clear that the court may have a “rolled-up” hearing of both substantive issues and costs issues notwithstanding the general rule that a Part 36 offer (to settle the claim) should not to be referred to in the appeal proceedings until all issues other than costs have been determined;amending rule 52.24 and rule 54.1 to allow for court staff who are Fellows of the Chartered Institute of Legal Executives (as well as those who are barristers or solicitors) to be able to be authorised to perform certain functions of the court;amending rule 53.2 to make clear how the Judge in Charge of the Media and Communications List is appointed;amending rule 55.11 and substituting a revised rule for rule 55.12 to remove demoted tenancies and oral tenancy agreements, cases involving which are now rare, from the accelerated possession process;amending Part 73 to enable legal advisers (court officers with certain legal qualifications), in certain circumstances, to make final charging orders, discharge interim charging orders, or otherwise refer the matter to a judge. Decisions of a legal adviser may be reconsidered by a District Judge. The provisions replace Practice Direction 51T – The County Court Legal Advisers Pilot Scheme – Final Charging Orders. A consequential amendment is made to rule 45.8.
