The Rural Social and Community Programme is designed to develop the capacity of the rural Voluntary and Community and parish council sectors to address important rural social issues and tackle the causes of rural social exclusion. Before the programme gets underway, Defra is consulting key stakeholders on how the programme's objectives can best be delivered in rural communities
