The Upper Tribunal (Administrative Appeals Chamber), which incorporates some of the functions of the former Transport Tribunal, has upheld the decision of the Traffic Commissioner for Scotland, Joan Aitken, to refuse Lanarkshire based 1st Class Limos a Public Service vehicle operator licence.
