I think that I only want help in writing the plan, and I am not prepared to waste paper and ink on printing all the report just to get to the last chapter, We have done the budgeting and public meetings,  and the questionairs, and the statistical analysis.  I think you should organize  the report so that it can be downloaded section by section.
