Environmental permits: why they matter and how we're making it quicker to get one 

Every year, the Environment Agency processes over 13,000 permit applications.  

These decisions cover an enormous range of activity. From a small waste transfer site to permits regulating how the nation handles nuclear waste, every single one matters because they protect the air, land and water we all depend on. 

This blog explains what an environmental permit is, why we're transforming how our permitting service works, and what this means for applicants.

What is an environmental permit for, and who needs one? 

An environmental permit sets the conditions under which someone can carry out an activity that could affect the environment. That means if someone wants to operate with the potential to cause pollution, increase the risk of flooding, or affect land drainage or water resources, it needs our permission. When applying, the business explains how they will meet the standards needed to protect the environment and human health under the Environmental Permitting Regulations (EPR). EPR protects air, land, water, people and nature by requiring measures that prevent environmental harm before it occurs. 

We review whether the activity will meet EPR’s requirements and consult the public and professional partners where needed. If an application meets all legal and technical needs, and there are no grounds for refusal under the relevant legislation, we can issue the permit.

How the permitting system is changing 

We oversee more than 100,000 permits across waste, water, industrial emissions, flood risk and radioactive substances. That variety brings real complexity, handled every day by our regulatory professionals. But it also highlights real opportunities to improve how the system works. 

Businesses have told us they want more certainty about timescales, and communities have told us they want more transparency about how decisions are made.  

That's why we're making targeted improvements across guidance, digital tools and processes to make permitting faster, clearer and more consistent, without ever compromising on the scrutiny that higher-risk permits need.  

By March 2029, we've committed to determining 95% of permits on time. We're already there for our simplest permits, and we're building that same standard across every category. 

What does this mean for people applying for permits? 

We're already starting to see real results. Our backlog is down over three-quarters, queue times are at a three-year low, and we are now processing 83% of all permitting applications on time. Enhanced validation has also cut determination times for complex applications by roughly 100 days. 

This progress is being delivered through a broader set of changes, including new digital services, clearer guidance, and dedicated support for the most complex projects. Here's what that looks like in practice. 

The Apply for and Manage Environmental Permissions service will let businesses submit and manage environmental permissions online, end to end, for the first time. It's now publicly available for the application stage, covering activities from vehicle dismantling and metal recycling to waste storage and treatment, mobile plant deployments and herbicide agreements - with more services to follow. 

The new Priority Tracked provides dedicated, wrap-around support for developments with multiple complex permitting needs over long durations. It's already supporting over 60 major developments across housing, energy, mining and technology. 

Building on this progress, we've established Nature Permitting and Coordination, offering a single point of contact and coordinated support for nature recovery projects requiring multiple environmental permits and licences. 

Together, these services are driving a more coordinated permitting service with better outcomes for sustainable growth and nature recovery. 

What happens next, and how applicants can help speed things up 

Businesses and investors need confidence that decisions will be timely and consistent. We continue to review the tools and guidance available to support a good-quality application.
