This suite of documents, plus the Stakeholder briefing document (attachment I), forms the invitation to tender (ITT) for the West Midlands rail franchise that is expected to begin in October 2017.
ITTs set out what rail services the government requires bidders to provide when running franchises. Bidders will respond to these documents with their propositions. The Department for Transport will then evaluate the propositions before announcing the preferred bidder in June 2017.
