This evaluative review attempts to answer three main questions:

to what extent have the Statebuilding and Service Delivery Grant (SSDG) and the Palestinian Governance Facility (PGF) achieved their objectives, including in relation to value for money? do the programmes illustrate coherence: internally, between each other and with other interventions? how appropriate are the programmes to Her Majesty’s Government (HMG) policy, the Palestinian Authority’s needs and in relation to addressing fiduciary risk?
