Guidance: Guidance on the SSRO’s referrals procedures under the Defence Reform Act 2014 and Single Source Contract Regulations 2014

Following the completion of its first referral the SSRO sought the views of the parties involved regarding the SSRO’s ‘Guidance on Referral Procedures to the SSRO under the Defence Reform Act 2014 and Single Source Contract Regulations 2014’ and the procedures this document describes.

After taking the views of the parties into account and reviewing the guidance, the SSRO implemented a number of changes. Changes include creating separate guidance documents for referrals for opinions and referrals for determinations, adding sections to both documents which deal specifically with timelines, and simplifying the referral processes for opinions and determinations where appropriate.

The document entitled ‘Guidance on the SSRO’s referral procedures for opinions under the Defence Reform Act 2014’ focuses solely on opinions. It contains a summary of the stages of the SSRO’s opinion referral process, an explanation of the statutory grounds for referrals for opinions, the timeframe and detailed descriptions of each of the various stages in the process.

The document entitled ‘Guidance on the SSRO’s referral procedures for determinations under the Defence Reform Act 2014’ focuses solely on determinations. It contains a summary of the stages of the SSRO’s determination referral process, an explanation of the statutory grounds for referrals for determinations, the timeframe and detailed descriptions of each of the various stages in the process.
