Corporate report: Local major schemes: meta evaluation

Evaluation of the local major schemes (LMS) between 2007 and 2012. The main findings are LMS’s:

have been successful in delivering a range of short term objectives, particularly focused on reducing congestion and improving journey times cost changes and programme slippage have been seen at various scheme approval stages and recommends development of ‘management business cases’

The report also identifies lessons learnt for future evaluations, including:

understanding the extent to which the effects of the LMSs have happened finding learning points to help scheme promoters and their partners telling development of its monitoring and evaluation framework

Department for Transport authorised Atkins and AECOM through the its related Technical and Engineering Advice and Research framework.
