It is simply not acceptable that we have thousands of people rough sleeping on the streets as winter draws in.
The Prime Minister is clear that this is his priority: he launched a national effort to end rough sleeping. We are acting now to support people off the streets. I am pleased to say that the Chancellor will announce at Budget additional measures to provide further funding to help people off the streets now.
To deliver the Prime Minister’s mission to end rough sleeping and give everyone a route off the streets before Christmas, we are providing a further £432 million for the Rough Sleeping Programme in 2027/28 and 2028/29, building on the £442 million already announced. This funding will help local authorities and Mayoral Strategic Authorities to maintain support beyond this winter and ensure people don’t return to the streets. This funding sits alongside funding already announced to enable areas to expand settled accommodation and intensive support to help people leave rough sleeping behind for good. Together, this takes total investment in homelessness and rough sleeping services over the next three years to more than £4.4 billion.
Funding allocations and guidance will be confirmed in due course.
