Each of the claimants in these applications for judicial review is a housewife responsible for raising several children and is a person who qualifies under statutory criteria to receive certain social security benefits, namely, child benefit, child tax credit, income support, disability living allowance, housing benefit and council tax benefit. However, each of the claimants is the wife of, and lives together with, a person who is listed under United Nations Security Council Resolution 1390 (2002) ("the listed person").
