The main problem is the legislation which ties up planning departments in red tape so scrap the law and bring in standards and targets. Otherwise we will simply be talking about it for a couple more decades while the situation gets worse by the day.And while we are at it scrap the National Parks, there is an inherent conflict of interest which cannot be overcome.Forget about S106 agreements, they don't comply with EU law.The EC Treaty guarantees freedom of establishment and free movement of capital under Articles 43 and 56, any attempts to place restrictions on these rights would be illegal. I have studied all recently announced initiatives including the South Shropshire version, it would appear that none of these would pass muster, in the strictest legal sense, anyone who challenges the legal agreements imposed upon planning applications for housing will generate yet another expense the local planning authorities can ill afford.
