1. OverviewDescription of company
Westminster Foundation for Democracy (“WFD”) is the UK public body dedicated to supporting democracy around the world. WFD partners with UK political parties, parliaments, electoral and financial audit institutions to help over 30 developing countries make their governments fairer, more effective and accountable.
WFD’s head office is based in London Victoria, and the organisation currently has approximately 140 staff working from its head office and 30 country offices worldwide.
High level scope and background for this Request for Quotation
WFD is issuing this Request for Quotation (“RFQ”) to a range of potential suppliers of goods and/or services and would welcome a proposal/quote from you/your organisation.
WFD aims to support the production of a research analysis which will look into the socio – political participation of youth in North Macedonia, the impact of the COVID-19 crisis on their lives and analyse the impact and effectiveness of policies aimed to mitigate the negative implications from the crisis on young people. Interested researchers or organisations can find more details on the purpose of the research and how to apply in this RfQ.
The research objectives are:
To analyse the perceptions of young people in North Macedonia regarding their social and political participation, their outlooks, institutions, Euro-integration process, and impact of COVID-19 crisis on their wellbeing,To analyse the policies aimed at increasing negative implications and protection of youth from the implications of the health and economic crisis, their effectiveness and appropriateness.2. What are we seeking?Specification
WFD is seeking researchers that will conduct a two-part research on the youth’s socio-political perceptions and policies targeting youth arising from the COVID-19 crisis.
The research analysis entails two parts:
Research analysis of a perceptions survey of young people on socio-political participation and COVID-19, andPolicy analysis on effectiveness of policies and needs of young people as a result of the COVID-19 crisis.The first part of the research (research analysis of perceptions’ survey) should build on the methodology and approach of WFD’s research analysis “Youth Socio-Political Participation: Optimism, Apathy or Disappointment?” published in 2019. The methodology should provide comparative insight in some of the aspects of the previous research and expand the scope to address the changed socio-political context in the country and the implications and the perceptions on the way the crisis has affected youth.
The analysis will be based on a telephone survey, which will measure the perceptions on participation, confidence to institutions but also perceptions of the impact of the crisis on their education, mental health and wellbeing. The telephone poll for this portion of the research will be conducted independently from this RfQ, and its direct implementation is not the responsibility of the supplier.
The analysis should entail:
Overview of the institutional, social and political framework regarding youth in North Macedonia,Relevant developments affecting youth in 2019 and 2020,Key challenges affecting youth, including COVID impact,Perceptions’ analysis on social developments and position in the country, outlooks on future, EU and migration prospects, confidence in the work of authorities, personal impact, and participation in decision-making processes, civil participation of youth in society, youth participation in elections and party membership, interest in political developments among the youth.The second part of the research (policy research analysis on policies, financial implications and needs of young people because of the COVID-19 crisis) should provide a structured analysis of the:
Witnessed and anticipated implications of the COVID-19 crisis on youth in North Macedonia,Adopted policies to mitigate the negative implications of COVID-19 on youth’s wellbeing, including, but not limited to education, employment, social engagement, health and wellbeing,Dedicated funds and cost of public policies related to COVID, efficiency in implementation and effects,Economic and financial implications affecting the young population such as increased unemployment, access to education, financial independence, etc,Response of civil society and related stakeholders to diminishing the negative implications of the crisis on youth,Recommendations for policy directions improving youth’s wellbeing in the COVID-19 context developed in cooperation with youth civil society.The period dedicated to the preparation, implementation and evaluation of these activities is September 2020 until January 2021.
The responsibilities of the supplier are:
To prepare a draft-methodology for the implementation of the two researches based on WFD’s guidelines,To define a research sample for the telephone research and questionnaire in cooperation with the polling agency,To identify instruments for data collection and information for the policy research,To prepare a research analysis based on the findings from the telephone poll,To prepare a research analysis based on the policy documents entailing the implications of the crisis on youth, effectiveness of policies, effectiveness of public spending and recommendations,To identify civil society organisations which will be included in developing recommendations for the policy research,Cooperate and assist the WFD team in the revision of the final research publication.
Proposals/Quotes
All proposals or quotes should be submitted in writing and include:
The supplier’s name, status, company number, and registered office addressAn overview of the relevant experience, expertise, capability, and capacity (including CVs from the consultant(s) and the other persons that would be included in the process, containing a list of previous analyses and papers).A description of the good(s) or service(s) to be provided and clear explanation as to how this meets the specification in this RFQ (An outline for the analysis and aspects they would address and proposed methodology for the research, research instruments and data sources – no longer than two pages).A transparent quotation of the charge for the good(s) or service(s), in sterling, to include: a clear breakdown of all costs; any proposed discount applied for WFD as a not-for-profit organisation; and a separate identification of any VAT charges (and/or any other applicable tax, excise or other charges. The total amount of the proposal/ quote cannot exceed £15,000.The proposal or quote should include the RFQ Reference Number and be sent electronically and addressed to: Dona Kosturanova, Programme Manager at dona.kosturanova@wfd.org

Closing date
All proposals or quotes must be received by 23.08.2020 (Sunday), 23:59 o’clock.
3. General informationGeneral
WFD does not warrant or represent that this RFQ is free of errors and omissions. WFD shall not be liable for any costs incurred by the suppliers in responding to this RFQ.
Confidentiality
All information contained within this RFQ is confidential and must not be communicated to third parties, other than those participating in a consortium, without the written consent of WFD.
All information received from the supplier in response to this RFQ will be treated as confidential and will not be distributed without prior written consent outside WFD or its partners, save as required by applicable law or donor requirements.
Evaluation of proposals/quotes
Value for Money is an essential requirement of all WFD commissioned work. All suppliers must be able to demonstrate, in their proposal or quote, that they are seeking to maximise results, whilst driving cost efficiency. This includes budgeting and pricing realistically. Further, WFD expects suppliers to demonstrate openness and honesty, and to be realistic about capacity and capability, at all times.
WFD reserves the right, at its absolute discretion, not to contract with the supplier who submits the lowest value proposal or quote or to accept part of any proposal or quote, and WFD shall have no liability (in contract, tort or otherwise) to consider any proposal or quote. Further, WFD reserves the right to award the contract for which proposals or quotes are being requested in whole, or in part or not at all.
Ethical procurement
All WFD procurement activities must be ethical. Accordingly, WFD’s due diligence checks on suppliers may include reference checks, a supplier questionnaire, and anti-terrorism vetting. In the event that any unethical practices come to light, the supplier will be required to take remedial steps in consultation with WFD.
All contracts to be entered into by WFD will include obligations on the supplier to comply with WFD’s policy principles on key matters such as safeguarding, bribery and corruption, fraud and theft, anti-terrorism, and whistleblowing.
The supplier will be expected to disclose any known conflict of interest relating to relevant staff and this RFQ and/or any relevant staff members who have been employed by the Crown in the proceeding two-year period.
