Trade remedy measures are key to ensuring an effective rules-based system for international trade. They do so by protecting domestic industries against injury suffered because of unfair trading practices – including dumping and subsidies – or unforeseen surges in imports. This levels the playing field and restores the competitive balance.

The Trade Bill was introduced into the House of Commons on 7 November 2017 and is currently progressing through the House of Lords. The Trade Bill seeks to legally establish the Trade Remedies Authority (TRA) as an independent body and sets out its governance structure.

The Bill does not contain detail on the functions and powers of the TRA as these are already set out in the Taxation (Cross-border Trade) Act 2018, which outlines the framework under which the TRA will investigate trade remedies cases and make recommendations to the Secretary of State.
