Policy paper: Dstl Quality Policy

The Defence Science and Technology Laboratory (Dstl) is an Executive Agency of the UK Ministry of Defence (MoD) maximising and delivering high impact S&T for the defence, security and prosperity of the UK, safely, securely and sustainably.

Dstl are committed to delivering quality in everything that it does – from service, delivery, cost and performance to health and safety and environmental management.

This policy is accompanied by quality objectives (referred to within the Business Plan and described within Table 1 below), which focus the policy statements described below into plans for improvement.

Scope

This policy applies to all aspects of our business and all products, services and advice delivered to our customers and stakeholders. It applies to all staff, across all sites. Contractors, suppliers and partners will be informed of our quality requirements so that they can comply with these too.

Statement

It is Dstl’s policy to:

Maintain a quality management system (as part of an inclusive integrated management system), certified to ISO 9001, which describes the policies and business processes required to deliver customer and stakeholder requirements and enhance customer satisfaction.

Engage and communicate with stakeholders and customers to ensure we understand their requirements and meet their needs.

Use customer feedback to improve the quality of our products, services and advice to ensure that complaints are dealt with efficiently and effectively.

Ensure that the skills and resources needed to fulfil our requirements are available and maintained.

Comply with all legal, statutory, regulatory requirements and standards relevant to our business.

Review the effectiveness of our quality management system on a continual basis to maintain and improve, as required, our systems and processes and the quality of our products and services.

Ensure that this policy and associated processes are communicated to all staff, and that staff are competent in the roles they perform and involved in quality improvement. Table 1 – Dstl Quality Objectives FY17/18

Objective

Maintain continued certification to ISO 9001 (Quality Management System) by successful re-certification to the current standard in July 2017.

By 31st August 2018 successfully transition to ISO 9001:2015.

Implement an assurance framework by 31 March 2018 to provide rounded assurance of the business as a whole.

Corporate affairs are responsible for managing and reporting the quality objectives through their Business Unit Agreement.

Responsibilities

Dstl Executive is responsible for:

Ensuring that the quality objectives are established and are compatible with Dstl’s context and strategic direction;

Reviewing, endorsing, promoting and achieving this policy’s aims;

Reviewing the effectiveness of Dstl’s Quality Management System in meeting the needs of our customers and stakeholders.

Function and Division Senior Leaders are responsible for:

Implementing and enforcing this policy and the requirements of the Quality Management System;

Ensuring that the resources needed to comply with this policy are competent and available;

Leading by example in promoting quality awareness and championing quality management across the business.

Process Owners are responsible for:

Taking accountability for the effectiveness of the processes under their direction and how they contribute to success of the organisation.

Leaders/Managers are responsible for:

Implementing and enforcing the policies and processes detailed in the Quality Management System;

Ensuring that their people are aware of the requirements of this policy, are trained appropriately to deliver the requirements and address inappropriate behaviour;

Promoting improvement.

Everyone is responsible for:

Carrying out your work in accordance with Dstl’s processes, which are designed to ensure compliance with this policy and contributing to the success of the quality objectives;

Recognising and communicating inefficient/ineffective activities and helping to develop/implement better ways of working;

Challenging any behaviours or practices which fall short of the expectations of this policy;

Reporting any breaches of this policy to your line management.
