Open consultation: The balance of payments between television platforms and public service broadcasters: Consultation Paper

The current regulations that govern the relationship between public service broadcasters and distribution platforms like Virgin Media and Sky are complex, and so we want to review to support the creative industries’ growth and to safeguard easy access to content for the consumer. The Connectivity, Consumers & Content strategy paper (July 2013) set out the Government’s ambition for “zero net fees”, and progress has been made since then towards reaching that goal. However we want to examine whether the amount of regulation around these transactions is really necessary to ensure broadcasters can deliver the highest quality content, at the best possible price, to the widest possible audience.
