Guidance: ILR data: check that it meets standards and quality requirements

Colleges, training organisations, local authorities and employers (further education providers) can use a number of reports and tools to test the integrity of Individualised Learner Record (ILR) data and to prepare for audit.

Reviewing PDSAT reports: user guide

The user guide will help users of PDSAT v15 to perform detailed reviews of the suite of PDSAT reports for 2014 to 2015. The guide explains how the Provider Financial Management and Assurance (PFMA) team reviews all of the PDSAT reports so it will be of use to providers in preparing for a PFMA assurance review, as well as part of their routine ILR data checking procedures.

Provider data self assessment toolkit (PDSAT): version 15

PDSAT version 15 is for analysing learner and learning data from the 2014 to 2015 funding year. It interrogates Individualised Learner Record (ILR) data and produces reports on this data, so that providers can identify and investigate potential anomalies in the ILR data.

PDSAT version 15 will only process 2014 to 2015 ILR data for full returns. It has been designed to:

give providers a toolkit to analyse ILR data assist auditors in the audit oF providers’ ILR data for 2014 to 2015

We do not require providers to use PDSAT, although you may find it useful in your routine data cleansing and helpful when preparing for assurance visits.

PDSAT version 15 has been designed to process data that has been validated through the FIS. It is recommended that all ILR errors and warnings are reviewed and corrected before the ILR file is processed in PDSAT.

Unlike the previous year, PDSAT version 15 makes use of both FIS and ILR XML data files. Reports run from PDSAT using an ILR XML data file will not include funding but will instead provide an indication whether funding could be expected, under column headers “Funding Flag (SFA)” or “Funding Flag (EFA)” where applicable.

Please be aware that this is an indication for funding only and may not always match with funding shown through FIS.

In addition, any non-validated records will also appear in the reports and funding may be incorrectly indicated for these records.

If you wish to view actual funding values or make use of the audit working papers, please use PDSAT with a FIS data file.

PDSAT version 15 was updated on 26 February 2015 with 8 new and 2 amended SFA reports. These reports are designed to further assist providers in analysing their data.

There is a 32 bit version and a 64 bit version of PDSAT:

the 32 bit version is compatible with any machine running a 32 bit version of Microsoft Access 2007, 2010 or 2013. the 64 bit version should be used with a 64 bit version of Access 2010 or Access 2013.

It interrogates data exported from the Funding Information System (FIS) and produces reports on this data, so that providers can identify and investigate potential anomalies in Individualised Learner Record (ILR) data.

PDSAT version 14 will only process 2013 to 2014 ILR data for full returns. It has been designed to:

give providers a toolkit to analyse ILR data assist auditors in the audit of FE providers’ ILR data for 2013 to 2014

We do not require FE providers to use PDSAT, although you may find it useful in your routine data cleansing and helpful when preparing for assurance visits.

FE providers funded by the Education Funding Agency (EFA) must use PDSAT during the funding year.

As PDSAT version 14 was only made available on 3 February, providers were not required to use it for the ILR R06 data collection that closed on 6 February.

The first return period when ILR data is expected to have been checked for accuracy before being submitted is R10 in June. However, the EFA recommend that providers use the PDSAT as early as possible to check that ILR data is valid and correct. By starting early you will avoid any unnecessary problems later in the year.
