Policy paper: Directions to the council of the London borough of Tower Hamlets and related documents

Updated: Added additional related documents.

These directions have been made by the Secretary of State in accordance with his powers under section 15 of the Local Government Act 1999 to address failures by the council to comply with its best value duty.

This follows an independent inspection report by PricewaterhouseCoopers LLP which raised concerns about the governance of the council.

An accompanying explanatory memorandum sets out the circumstances in which the Secretary of State has made these directions, his reasons for this exercise of his powers, and the implications of the directions for the authority. Sir Ken Knight and Max Caller CBE have been nominated as commissioners for the purposes of these directions through the nominations attached above.

Also attached are the representations that the Secretary of State received from the council, from the Labour Group at the council, and from Councillor Peter Golds, and a commentary prepared by PwC on the council’s critique of its inspection report. These are referenced in the explanatory memorandum.
