Consultation: Nicotine inhaling products: introducing a minimum age of sale

This consultation seeks views on draft regulations to introduce a minimum age of sale of 18 for the purchase of nicotine inhaling products, including e-cigarettes, in England and Wales.

We have also published an equality analysis and an impact assessment. A number of consultation questions specifically relate to the impact on business.

The Regulatory Policy Committee (RPC) has considered an earlier draft of the impact assessment and indicated where additional evidence was needed. A revised Impact Assessment is currently being scrutinised by the RPC and, at the time of writing, has yet to receive a ‘fit for purpose’ rating.
