Guidance: Supporting NHS providers considering transactions and mergers

Monitor will ensure any changes to local NHS healthcare services are in the best interest of patients, and that there are plans in place to make sure the benefits to patients are realised in practice.

NHS providers seeking to improve their services through a significant transaction (such as a merger or acquisition) should engage with Monitor early in the process.

This short guide seeks to answer the questions merging providers often ask us about the UK merger review process. It is designed to highlight important aspects of the process of merger review and provide an overview of the substantive test. It is therefore not intended to be comprehensive.

For further detail please refer to more in-depth guidance that the CMA and Monitor have published.
